Adds a Dashboard UI for managing gating policies - reusable, platform-scoped rules that define which types of access (public, signed in, subscription, PPV, package purchase) grant a user permission to use a content feature.

Summary

Adds a super-admin-only management surface where authorized users can create, edit, and delete reusable Content feature definitions.

Adds administrative CRUD for Content feature definitions, such as live timing features.

The checkout description now uses the full available width, with the Read more/Show less control below it, preventing unnecessary wrapping in both states.

The "Watch now"-button now shows the name of the Fullscreen content feature if present.
