Add locale to the url for better SEO performance

Added user agent checks to detect Safari and iOS devices, setting playbackParams.preferPlayback to 'native' to ensure reliable HLS playback. This avoids issues with MSE on platforms with native HLS support, especially in iOS WKWebView environments.

Force native HLS playback on Safari and iOS

For offloaded content, the request will now pass through our just-in-time encoder to change the container of the content to HLS, making playback more compatible for Safari users playing back longer videos.
