Take the stream health graph's gap threshold from the encoder's own cadence

The hardcoded 15s null-gap rule broke lines for 15s-reporting encoders. Threshold now derives from each stream's own cadence. Mux's partial first bucket is dropped. This fix the dotted signal from Intinor
