Added card-density options for content feeds and horizontal card lists: few, standard, and many. Card widths now adjust based on the selected density. The standard density remains the default. This enables users to have different widths on their content row cards.

Previously, PACKAGE-type vouchers that failed the primary lookup would fall through with an undefined voucherGroup instead of returning a 404. Now the error is re-thrown immediately when no legacy fallback applies.
