Allow deleted videos to be offloaded

This release will make sure that when a viewer is waiting for a stream to start, we actively fetch updates from our API regarding the start and end times of the stream to make sure that if a stream gets a new start time, the users browser becomes aware of it.

This release will make sure that we have the ability to use the "Restart stream" button when we have ingested content, and not only when the stream is actually live.
