Cancel pending scheduled changes when their item is deleted, moved or their GEO list is deleted

Scheduled GEO restriction changes are applied within about a minute of their configured time. Scheduled-change runs are monitored for success, failure, and missed or delayed check-ins. Repeated failures trigger alerts, and processing errors are reported for investigation.
