We now always prepend a language to the URL, an example of this would be /en/video/123. This bug fixes a bug that would sometimes cause the URL to be set to just the language (/en) when the path was very short

Remove fetching of storyboard and gif images for livestreams. Adjust playbackOptions.program_start_time to 30 seconds earlier so the stream is already started when the user receives the playback URL; program_end_time remains unchanged.
