Include all subscriptions that can be upgraded to to gain access to the content in the API response of an inaccessible video or livestream.

The old VideoForm and LivestreamForm were only reachable through a hidden `legacyEdit=true` query param on `/content/videos/:id` and `/content/livestreams/:id`. This removes that mode and deletes everything that was only reachable through it.

Update the live chat to prevent users from sending too many messages within a short period of time. Users can now send at most 5 messages within a 10 second period.
