Prevent touchpad scroll from changing number input values

Scrolling with a touchpad while focused on number inputs (e.g., value, cycles fields in voucher discount creation) unintentionally increments/decrements the value due to default browser behaviour. This update disables the touchpad for scrolling behaviours.
