Improved package management interface with selling status filters

Redesigned the packages page with a tabbed interface to separate active and inactive ("Not Selling") packages. Introduced a new package creation flow with validation and better UX. Package listings now default to showing only active (selling) packages, and newly created packages are marked as selling by default. Added new components and enhanced table views for better clarity and navigation.
