This update fixes some minor issue with subtitles and how we retrieved the latest status for processing the uploaded subtitle files.

Introduces a `skip_imported` query parameter to the GET /live-scheduler/tournaments endpoint. When enabled, the response excludes tournaments already imported into the database for the specified platform and provider. Implements a helper function to efficiently fetch all imported tournaments.

Add option to skip imported tournaments in scheduler API

We ran into a problem where values were being set to 0 in the CSV import-file, which is correct behaviour but unexpected for the API. This is now fixed and replay settings should be created as expected
