Introduces a `skip_imported` query parameter to the GET /live-scheduler/tournaments endpoint. When enabled, the response excludes tournaments already imported into the database for the specified platform and provider. Implements a helper function to efficiently fetch all imported tournaments.

Add option to skip imported tournaments in scheduler API

This update fixes an issue where navigating to a livestream on some older platforms would result in the platform loading indefinitely.
