Long messages now wrap inside the chat column instead of forcing the whole panel to scroll horizontally. Introduced a 200-character limit on outgoing messages. Notice ("Reached character limit of 200") shown above the input only when the user hits the limit.

Enforce chat message limit and fix wrapping 

Livechat in the Dashboard no longer yanks moderators back to the bottom every time a new message arrives. Auto-scroll is now driven by the user's own scroll position: stay parked at the bottom. A "Jump to latest" pill appears whenever the user is scrolled up, giving a one-click way back to the live tail.
