Disable auto scroll for live chat messages in dashboard

Livechat in the Dashboard no longer yanks moderators back to the bottom every time a new message arrives. Auto-scroll is now driven by the user's own scroll position: stay parked at the bottom. A "Jump to latest" pill appears whenever the user is scrolled up, giving a one-click way back to the live tail.
