Video and livestream edit forms can open at a requested step using the URL’s `step` parameter. If an earlier step needs attention, the form opens at the first such step; missing or unknown step IDs open at the first step.

Added a scheduler endpoint that applies due video changes, tracks outcomes, and retries eligible failures. Scheduled changes being processed appear as pending, with clear conflict messages when edits or cancellations aren’t allowed. Scheduled-change identifiers are included in update history, and geographic restrictions are tracked for videos and livestreams.
