Introduces a `skip_imported` query parameter to the GET /live-scheduler/tournaments endpoint. When enabled, the response excludes tournaments already imported into the database for the specified platform and provider. Implements a helper function to efficiently fetch all imported tournaments.

Add option to skip imported tournaments in scheduler API

Updated date display in livestream and video presentation sections to use a standard date format that makes sure that the year of the content is visible.
