Add videos by tag GET endpoint for platforms

Introduces a new GET endpoint at /platforms/{platformUID}/videos-by-tag to fetch videos by tag for a specific platform. The route supports filtering by tags, pagination, and optional channel ID, and integrates with the existing tag video feed.
