Add support for managing "extra" files in Dashboard

This release aims to solve a problem where users sometimes has problems finding a good way for storing "extra" files, outside of the assets manager. With this release we add a new page under the "Platform" group where platform owners and admins can manage these types of files. Files can be .pdf, .csv etc.
