Fix a bug with redirect for users, when language is no longer available

Move the appLocales array into a new app/locales.js module and update usages across the app. Updated imports in default-theme.js and utils/ioDomains.js to reference 'locales'; i18n.js now requires ./locales and removed an unused react-cookies require. extract-intl script now imports appLocales from the new module and sets DEFAULT_LOCALE='en'. poupload.js was refactored to run the extract-intl script via child_process.exec before uploading translations (and reformatted), and package.json's po-upload script was simplified to just run the poupload script.

Enforces a minimum length of 3 characters for the live source name and displays validation errors below the input field in the Create/Edit Live source modal.
